HRSS Delivery Lead – Japan HR Shared Services
About the Role
We are seeking an experienced and highly motivated HRSS Delivery Lead to oversee the delivery of Japan HR Shared Services operations from our regional delivery hub.
This role is responsible for ensuring high-quality, compliant, and efficient HR service delivery while acting as the key operational liaison between the delivery hub and Japan HR stakeholders. The successful candidate will lead a team of bilingual HR professionals, drive operational excellence, manage stakeholder relationships, and continuously improve Japan-facing HR processes.
The role requires strong leadership, excellent communication skills in both Japanese and English, and a deep understanding of shared services delivery within a global organisation.
Key Responsibilities
HR Service Delivery Leadership
- Own end-to-end delivery of Japan HR Shared Services operations, ensuring accuracy, timeliness, compliance, and service excellence.
- Monitor operational performance, manage delivery risks, and drive resolution of issues before they impact stakeholders.
- Maintain and continuously improve standard operating procedures (SOPs), process documentation, and operational controls.
- Identify process improvement opportunities and implement sustainable solutions to enhance efficiency and service quality.
Stakeholder Management
- Serve as the primary point of contact for Japan HR stakeholders, including managers and senior HR leaders.
- Build strong, trusted relationships through consistent delivery and professional communication.
- Represent the delivery hub in governance meetings, reviews, and stakeholder discussions.
- Ensure all communication with Japan stakeholders is accurate, professional, and culturally appropriate.
Team Leadership & Capability Development
- Lead, coach, and develop a team of HR Administrators and Coordinators.
- Conduct regular performance discussions, provide structured feedback, and support career development planning.
- Manage team workload, prioritisation, capacity planning, and resource allocation.
- Support language capability development and promote high standards in Japanese business communication.
- Own onboarding and capability-building programmes to ensure new team members become operationally effective.
- Participate in recruitment activities, including candidate assessments and interviewing.
Governance, Reporting & Risk Management
- Prepare and present operational updates, performance dashboards, and leadership reports.
- Monitor and analyse key service metrics including volume, cycle time, quality, escalations, and service levels.
- Maintain operational risk registers and proactively escalate issues with recommended mitigation plans.
- Ensure audit readiness through effective documentation, approvals, controls, and record management.
- Align operational planning with Japan's annual HR cycle, ensuring readiness for peak periods and business changes.
Qualifications & Experience
Required
- Bachelor's degree in Human Resources, Business Administration, Commerce, or a related field.
- 7–12 years of HR operations or HR shared services experience.
- Demonstrated experience leading teams within a shared services, global business services, or multinational environment.
- JLPT N2 certification or equivalent Japanese proficiency.
- Strong knowledge of HR systems such as SuccessFactors, ServiceNow, Workday, or similar platforms.
- Advanced Microsoft Excel and PowerPoint skills.
- Fluent written and verbal English communication skills.
- Strong analytical, problem-solving, and stakeholder management capabilities.
Preferred
- JLPT N1 certification.
- Experience supporting Japan-based stakeholders or working within a Japanese business environment.
- Experience leading operational transformation or process improvement initiatives.
- Knowledge of HR governance, controls, and audit requirements.
